It establishes a prioritization framework and funding strategy for the upcoming fiscal year and then continually track the spend during the year and rebalance the overall portfolio.  You can establish budgetary guardrails to limit your capex and opex allocations to your company and then push them downstream to the lower-level organizational structure (e.g., business units and sub-business units).

In case new investments need to be created on demand to meet changes in business operations, you have an option to reopen the plan to include them, reprioritize the investments, and rebalance the plan.
